Dec 21, 2015: Tendersontime is amongst the first to announce that ABU DHABI WATER AND ELECTRICITY AUTHORITY (“ADWEA”) has invited developers or developer consortium to Express Interest in relation to set up a 350MW Solar Photovoltaic (“PV”) Independent Power Project located at Sweihan, approximately 120 km east of the city of Abu Dhabi, and in the vicinity of an existing high voltage substation, to which it will be connected.

This competitive process is to select the developer or the developer consortium which will own up to 40% of a special purpose vehicle (SPV) to be incorporated under the laws of the Emirate of Abu Dhabi and United Arab Emirates The remaining equity will be held, directly or indirectly, by ADWEA.

Tendersontime sees this as a Project that will be in line with the vision of the Late Founding Father and President of the United Arab Emirates, Sheikh Zayed bin Sultan al Nahyan. who through his vision, dedication and wisdom championed environmental stewardship, and through the continuation of such vision and leadership by His Highness Sheikh Khalifa bin Zayed al Nahyan, President of the United Arab Emirates and Ruler of the Emirate of Abu Dhabi, and the directions of His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the United Arab Emirates Armed Forces and Chairman of the Abu Dhabi Executive Council, and the oversight of the Abu Dhabi Government to encourage and support sustainable energy diversification by using alternative sources which are renewable, clean and green.

The Project will include the development, financing, construction, operation, maintenance and ownership of a greenfield renewable power generation plant of 350 MW AC net of power generation capacity, together with associated infrastructure (the “Plant”). The Project is to be structured as an independent power project (“IPP”). ADWEA, the purchaser or the procurer will pay only for the net energy supplied by the plant set up by the SPV through a long term power purchase agreement.

ADWEA will lead this project with the participation of the developer or the developer consortium selected through a competitive tendering process to implement the development, design, equipment selection and procurement, engineering, construction, finance, operation and maintenance for the Project. Parties having experience of implementing similar projects are only expected to respond to this invitation to express interest, and are requested to submit an expression of interest (“Expression of Interest”) at the earliest opportunity and no later than 10:00 am. local time in the City of Abu Dhabi on 13 January 2016, in the forrn of (i) two paper originals to: Managing Director, Abu Dhabi Water and Electricity Company, Room 203, ADWEC Building, AI Falah Street, PO. Box 51111, Abu Dhabi, United Arab Emirates (24°29’07.1″N,54°22’48.9″El; and (ii) an electronic copy to: sweihansolarpv@adwec.ae.

Each Expression of Interest must specify the name, address, telephone number, fax number and e-mail address of the authorised contact person (the “Contact Person”) from the developer or developer consortium, to whom all future correspondence should be sent, together with a brief description of the developer/developer consortium expressing interest (including but not limited to number of employees. country of incorporation and business profile).

After review of the EOIs, the relevant Contact Person will be notified by the Procurer as to whether the developer or developer consortium has been selected to proceed to the next stage.
A confidentiality agreement will have to be executed by the Contact Person along with the statement of Qualifications.

The FIFO will then provide additional details of the Project and the pre-qualification criteria and the bidding process.
